Why - It will enhance the readability of the Bug title at one go and easy to make modifications.

What - Currently observed that the Bug Title is displayed as a single liner test box while creating a new bug. By enlarging the width of the Title field with word wrap the readability is enhanced and it is easier to edit/ modify the title.
