Hello Ted! Thanks for your suggestion! We have already had implemented the KPI based TLs' review process. In case we noticed low KPI and bad performance we terminate TL role. At the same time we hire new TLs from testers' pool periodically. TL Lead is taking care about team leaders' skills.
